The following is my 'interpretention' of the enabling legislation though which the Planning Board receives its mission. I have simply parsed the 'legalize' into a logical format in order to make it easier for me to understand.
Title 2. ADMINISTRATION - Chapter 2.68. PLANNING BOARD
2.68.030. Duties generally--Master plan.
The planning board shall, when requested by council, make studies and, when necessary, prepare plans of the resources and needs of the city, with reference to its physical growth and development as affecting the
  1. health,
  2. safety,
  3. morals and
  4. general welfare
of the people and the economy and efficiency of communal life.
Such studies and plans may include, among other things, the following:
  • land use;
  • zoning;
  • transportation facilities;
  • public utilities;
  • public facilities, including
    1. schools,
    2. parks,
    3. beaches and
    4. other public areas and structures;
  • blighted areas, including plans for the redevelopment,
    rehabilitation and prevention of slum districts;
  • air and water pollution;
  • natural resources;
  • protection from disaster; and
  • economic and sociological characteristics of the city.

The master plan or the comprehensive master plan for the city previously adopted by the board shall remain in full force and effect and may be amended or modified by the board as it deems advisable.
Such plan shall show, among other things,
  • the existing and proposed location and arrangement of the uses of land in the city;
  • zoning districts;
  • highways and appurtenant structures;
  • transportation and utility routes, facilities and structures;
  • public schools, parks and recreation areas; and
  • public buildings and facilities.

The board shall not adopt, modify or amend such comprehensive plan until after a public hearing.

The board shall give notice specifying the time and place of such hearing by publication of such notice in a newspaper of general circulation within the city at least twice a week for three successive weeks prior to the date of such hearing.

At such hearing, an opportunity shall be given to all persons interested in being heard upon the matter of the proposed comprehensive plan or of such modification or amendment. (Prior code § 246.03)
